Meet Nadea
A stronger voice for Ward 1
A community advocate. A champion for affordability.
Nadea Clarke believes Ward 1 residents deserve a representative who listens to the community, understands the challenges residents face, and is willing to stand up for them.
Oshawa is Nadea’s home. She has lived here for several years — this is her community, and the decisions made at City Hall land on her household the same way they land on her neighbours’.
Her commitment to Oshawa didn’t begin with an election campaign.
A teacher in Ontario’s public schools for over ten years, Nadea brings experience in community advocacy, civic engagement and educational leadership to her campaign for Regional & City Councillor.
Her background
Two decades of service.
Nadea Clarke is a local leader whose work spans public education, community advocacy and civic engagement across Durham Region and Ontario.
Educational Leadership
For more than ten years Nadea has served her community and youth as a teacher in Ontario’s public schools, focusing on promoting student success, cultivating inclusive and culturally responsive school environments, and advancing equitable practices within Ontario’s public education system. For over a decade she has dedicated her time to youth mentorship initiatives and to creating safe spaces where learners feel a sense of belonging. In 2023, working with a colleague, she established the first affinity group for racialized students and parents within the elementary panel of her school board.
In the community
Over more than twenty years across the Greater Toronto and Hamilton Area, Nadea has led grassroots initiatives responding to a wide spectrum of needs and gaps in community social services — addressing food insecurity by establishing a community pantry, and running winter coat drives, school supply drives and health clinics. Reaching, relating to and connecting with the community is her passion — it defines every area of her life and demonstrates her commitment to public service.
Across the province
Nadea serves the educational community as an Equity Leader for the Elementary Teachers’ Federation of Ontario, facilitating learning sessions that equip educators across the province with the data and practical tools to analyze organizational structures and drive meaningful and equitable change.
She is an inaugural member of the Black Communities Collaborative Council for EQAO — Ontario’s Education Quality and Accountability Office — where she advises the agency on addressing racism, ensuring equitable assessment practices and removing systemic barriers for Black students across Ontario. In that role she collaborates with the EQAO equity team to guide multi-year equity strategies and foster inclusive assessment standards.
Nadea understands that feeling seen and heard is a crucial component of creating true community — and a place where people want to live, work and raise their families.
Oshawa is growing, and it needs leadership with both the lived experience and the professional expertise to represent every community in its neighbourhoods. That record — policy guidance, structural analysis and systemic advocacy — is what Nadea will bring to Oshawa City Council and Durham Regional Council: examining municipal policy through an equity lens, pressing to remove barriers in local services, and making sure that every decision, from infrastructure planning to community development, genuinely serves all residents of Ward 1 and the wider Region.
Passion for community service
Community Diversity, Equity & Inclusion Committee
Since 2024, Nadea has been actively involved with the City of Oshawa’s Community Diversity, Equity & Inclusion Committee. Through her work with the committee she has contributed to community engagement, inclusion, representation and initiatives designed to strengthen connections between residents and municipal government.
Her commitment and leadership have been recognized through her progression within the committee’s leadership, and she now serves as Vice-Chair.
In 2025, alongside the committee, she facilitated Oshawa’s first Equity and Inclusion Forum, where residents and community leaders were given a platform to voice their concerns and experiences. As Vice-Chair she presented those concerns to City Council in a special meeting, advocating for change and accountability.
Standing up for affordability
Before she was a candidate
In November 2024, Nadea made a delegation before Oshawa City Council regarding the City’s proposed 2025 budget and longer-term financial plans. She opposed the proposed property-tax increase and advocated for affordability for Oshawa residents.
She had consulted local residents about the budget beforehand and brought their concerns to City Hall, challenging the budget decisions and advocating against the proposed 7.87% property-tax increase.
On the record: Nadea’s November 2024 delegation on the proposed 2025 budget — watch or read the meeting record on Oshawa’s eScribe portal.
This was before she became a candidate. For Nadea, affordability isn’t simply an election message — it is an issue she was already raising with municipal leaders.
